摘要
胡锦涛总书记在清华大学百年校庆的重要讲话中强调,我国高校特别是研究型大学要同科研机构、企业开展深度合作,积极推动协同创新。这是第一次从国家战略高度出发对产学研协同创新提出新的要求,意义十分重大。政府要根据《科技规划纲要》和《教育规划纲要》的共同部署,加快建立科技基础条件平台共享机制。国家和地方政府应通过财税、金融、评估等多种政策手段,多种方式推进协同创新。中央和省级财政要设置"支持协同创新战略联盟计划"。推进协同创新特别是促成战略联盟,既是国家战略的顶层设计,也是多方联合行动的系统工程,尤其需要深入整合产学研各方及社会其他方面资源,在引导外部需求和刺激内生动力之间实现平衡,不断营造有利于协同创新健康发展的政策环境和社会氛围。
General Secretary Hu Jintao, in the hundredth anniversary of the funding of Tsinghua University, emphasized that it＇s of great significance for research-oriented universities, scientific research institutes and enterprises to cooperate deeply, advance actively collaborative innovation. It was the first time to present the new requirement to the collaborative innovation involving production, teaching and research from the national strategy. According to outlines of National Science and Technology Plan and National Education Plan, our government should speed up establishing the shared mechanism of scientific and technological basic condition terrace. State and local governments should enhance collaborative innovation by all kinds of policies and ways such as estate duty, finance and evaluation, etc. Central and provincial finances should set up ＂Strategic Alliances Plan Supporting Collaborative Innovation＂ .Enhancing collaborative innovation, especially making strategic alliances, is not only the top-level design of national strategy, but also the systematic engineering of combined action in many ways. Making strategic alliances especially needs to deeply integrate production with teaching and research and other resources from society. Introducing external demands and irritating motivation from inside should be balanced, and the policy environment and social atmosphere in favor of the healthy development of collaborative innovation should be created continually.
