摘要
通过分析全国和江苏省卫生系统以及江苏省人民医院财务报表的经济运行数据,得出结论:公立医院收支结构不合理,政府财政补偿缺位;"以药养医"现状依旧,药品加成政策并没有节约药品支出;医疗收支为负,医务人员劳务价值不能充分补偿;医院规模发展迅速但呈粗放型增长,生存能力强但市场化明显;目前医疗保险制度制约了医院经济运行,医疗保障制度不健全加剧了医疗机构、患者双方的负担等。
Through an investigation and statistical analysis of the economic operation data from Jiangsu Province and China as a whole,as well as financial reporting of Jiangsu Province Hospital,a conclusion could be made as follows：the revenue and expenditure structure of public hospitals is unreasonable and there is an absence of government financial compensation;＂drug profits supporting medical services＂ phenomenon remains and drug price addition policy has not saved drug expense;balance of payments surplus from medical service is minus and the working-value of medical personnel is inadequately compensated;hospital grows rapidly but in an extensive manner,with strong surviving ability but obviously market-oriented;the current medical insurance system restricts the economic operation of hospitals and the incomplete medical security system aggravates the burden of both medical institutions and patients,and so on.
