摘要
在阐述建立排污产权制度必要性的基础上,提出了排污产权交易优化的理论模型,并对理论模型在强化环境管理上的优越性进行了论述。以江苏省太湖流域重点工业污染源达标排放企业为实例,说明参与排污产权交易越广,实现双赢效果越明显。
Based on the necessity of establishing pollutant emission property right system, to propose the theoretical model of optimizing pollutant emission property right transaction, and description on the optimization of theoretical model that will strengthen the environmental management. Taking Lake Tai drainage basin in Jianzsu Province where the industrial pollution sources could meet the emission standard as example, and showed that the more the pollutant emission property right transaction, the better the effects will be.
