摘要
公共政策的价值选择是决定转型效果和人民大众福祉的基础,但经济学家们却忽略了科学哲学的发展已经证明了经济学和伦理学二分的不可能性。在中国转型期的背景下,公共政策的价值选择取决于我们如何定义转型的目的和发展的概念。只有实现科学发展观,才能获得基层民众对于改革的再度支持,并使得转型中的经济发展步入公平和效率双赢的健康轨道。解决当前中国改革的困境,关键是要实现包容性的经济发展,把人的发展当作改革的目的,实现效率和公平的统一。
The value choice of public policy is the foundation of transitional effect and the welfare of mass people,but economists have neglected the entanglement of economics and ethics which has been proved by the development of scientific philosophy.Under the background of transitional period of China,the value choice of public policy lies on how do we define the objective of transition and the concept of development.Only by achieving the scientific concept of development,can we regain the support of mass people on reform,and make the economic development in transitional period step into a healthy path of fairness and efficiency.The key to solve the difficulties of China＇s current reform is to realize an inclusive economic growth,which takes the development of people as the purpose of reform and achieves the coordination of efficiency and fairness.
