票拟批红制度源于明代,后被清朝沿袭。主要用于帮助皇帝处理各种章奏批折,以提高行政效率,保障决策的有效性和及时性。文章对票拟制度产生的历史背景与沿革、办理流程、内容及体式要求进行了介绍,对票拟制度的进步性与局限性进行了揭示。
Draft proposed and batch red system was originated from Ming Dynasty,then it was followed in Qing Dynasty.It used to help the emperor to deal with various proposals and recommendations.And hereby improve administrative efficiency and guarantee the validity and timelines of the strategic decision.Generally speaking,this article introduces the historical background and evolution,operation flow,contents and style requirements respectively of draft proposed system.And it further shows the progressions and limitations of draft proposed system.
