摘要
本文利用夏普里值分解方法,定量考察了2006—2008年间科技活动人员、科技经费、外商直接投资、城市化程度、市场竞争程度等因素对我国省域间技术创新能力水平的差距及其演变的贡献。研究结果表明:省域间技术创新能力的差距有拉大的趋势;科技活动人员对技术创新能力不均衡具有扩大效应,而科技经费对技术创新能力的不均衡有比较大的负效应;市场竞争程度、FDI、城市化程度也是2006—2008年间技术创新能力差距变化的重要原因,但是其贡献程度略有下降。据此对增强各地区的技术创新能力,缩小差距,提出了相关的政策和建议。
This paper is a quantitative investigation into the imbalance of technological innovation capability between different provinces in China in the timeframe of 2006—2008 using Shapely Value Decomposition method.At the same time,the contribution of science and technology personnel,science and technology funds,direct foreign investment,urbanization and market competition to the gap is explored.As indicated by the research,the gap of technological innovation capability widened in the period;the contribution of science and technology personnel to technological innovation imbalance tends to increase;contribution of science and technology funds to the imbalance decreased continually;direct foreign investment,urbanization and market competition in the process of transition are potential interpretations for the findings,but their contribution is in slight decline.Finally,suggestions and proposed policies are presented for improvement of innovation capability.
