摘要
对软件外包承接城市的运作效率的研究,有助于提高我国整体软件外包实力。本文将因子分析和超效率数据包络分析(SE-DEA)的方法相结合,对传统的数据包络分析(DEA)模型加以改进,引入了SE-DEA(C2R)和SE-DEA(BC2)模型,改进了传统DEA模型对有效决策单元无法进一步比较的缺陷,对我国14个软件外包承接城市的运作效率进行评价。将投入产出指标通过因子分析的方法得出相应的因子得分,再将投入因子和产出因子作为SE-DEA分析的变量进行相对效率的计算。结果表明南京、天津、成都、济南和杭州在承接软件外包方面的效率偏低,并对提高承接城市的承接效率给出了几点建议。
It is helpful to improve the overall strength of national software outsourcing through research on the efficiency of software outsourcing in undertaking cities.This paper overcomes the drawback of the traditional Data Envelopment Analysis（DEA） model and this makes it possible to compare the effective decision-making units.Using Factor Analysis and SE-Data Envelopment Analysis,the input and output efficiency of 14 China＇s cities is evaluated.Input and output factor scores are obtained from the input and output variables.Then,relative efficiency is calculated using the DEA method,where variables are input factors and output factors.The result shows that the efficiency of Nanjing,Tianjin,Chengdu,Jinan and Hangzhou is relatively low.Finally,this paper gives suggestions for improvement of the efficiency of the cities in undertaking software outsourcing projects.
