摘要
为了更好地对我国森林涵养水源的价值进行研究和管理,促进森林生态补偿的发展,在相关研究的基础上,根据经济控制理论的知识,采用最优控制方法,通过收集我国7大流域森林面积、降雨量、蒸发量、径流量和GDP等数据,建立7大流域森林涵养水源的价格核算模型。结果表明:我国最优森林涵养水源的价格为1.043元/m3;所建森林涵养水源的核算模型具有统计学意义,也具有经济学含义。研究结果对森林生态效益补偿和水资源管理具有指导意义。
In order to better carry out the study on water conservation of forest and serve for the forest management,as well as to promote the development of forest ecological compensation,based on the theory of economic cybernetics and optimal control method,the accounting model of water conservation of forest was established and verified by collecting the data of forest area,rainfall,evaporation,runoff and gross domestic product(GDP) in 7 major river basins in China from 1999 to 2008.The calculated results show that the optimal water conservation price of forest was 1.043 RMB Yuan/m^3.This accounting model had statistical significance and economic meanings by testing.It can be concluded that the results in this paper have significant guidance for ecological benefit compensation of forest and water resources management in China.
