摘要
问责制作为现代政府民主政治建设的契机和有效手段,从理论的萌芽阶段发展成为行政体制内的一项重要制度,经历了一个漫长的过程,并在我国深化政府体制改革中起着相当重要的作用。在对行政问责制的内涵和理论基础进行梳理的基础上从推进宪政体制的完善,规范政府制度安排,构筑社会问责文化等方面,分析问责制政治实践的显性和隐形功能,提出问责制的根本意义在于通过加强对权力的制约和监督,深入推进我国的政治体制改革,塑造社会责任文化,从而更有效地保障公民基本权利。
Accountability is both an effective method and an opportunity to establish modern democratic politics. From an academic theory to an important institution in the current administrative system, accountability experienced a long development process and is playing a significant role in the on-going governmental system reformation of China. This article briefly reviews the contents, implications and theoretical basis of accountability, then makes a further discussion upon the improvement of constitutional system, the regulation of institutional arrangement, and the establishment of accountability culture in the society, based on which the author further analyzes both the apparent and hidden functions of accountability applications, then concludes that the basic significance of accountability is that by promoting political system reformation and establishing a culture of responsibility, restrictions should be put onto public authority in order to protect basic human rights more effectively.
