摘要
现行高等教育学费标准主要考虑的是高等教育自身的发展和教育成本,较少兼顾到居民经济承受能力和教育收益方面存在的客观差异,从而出现了教育机会不均等和教育不公平问题。因此,需要从科学核算教育成本、实行差别学费标准和采用多样化成本分担方式等三方面予以改进。
Current standard of higher education tuition mainly focuses on the development of higher education itself and education cost but gives less consideration to the objective difference existing between the affordability of the residents and educational returns, which gives rise to such problems as unequal educational opportunities and educational unfairness. Therefore, improvements shall be made from three aspects, scientific accounting of educational cost, implementing differential tuition standards and diversified cost-- sharing, etc..
