摘要
免费义务教育政策的实施是政府教育公共服务职能的转变,是义务教育本质的回归,它对促进中国义务教育的发展具有不可估量的贡献。但义务教育免费政策并不能解决教育发展过程中的所有问题。因此,要对义务教育免费政策进行合理的价值定位。只有制定出相应的配套措施,免费义务教育政策才能释放出更多的教育价值,义务教育才能在高层次上彰显公平和公益性。
The implementation of free-compulsory education policy presents the determination of government in the facilitation of its functions to serve the public. It has made tremendous contributions to the development of elementary education in China. However, the policy can not solve all the problems that exist in the process of the development of education. Therefore, we need to re-evaluate the free-compulsory educational system rationally. Only when we work out feasible principles and complementary approaches for free-compulsory education, can we put the free-compulsory educational policy in the justified value-oriented position of the social superstructure. Furthermore, the consolidation of congeneric policy will guarantee the impartiality and the public welfare-oriented execution of free-compulsory education in China.
