摘要
水库工程设计洪水标准的制定,涉及政治、经济、社会、环境等问题,其影响范围广、分析因素复杂。根据水库工程规模、效益和在国民经济中的重要性以及工程失事后的影响等因素,提出了水库工程设计洪水标准适宜的工程等级、政治经济、工程效益、自然地理环境等指标体系。水库工程设计洪水标准指标体系中的分等指标、分级指标和提(降)级指标主要影响工程等级和建筑物级别;工程规模、投资等主要影响设计洪水标准上下限。
The planning of design flood standard for reservoirs project involved political,economic,social,environmental and other factors,with the characteristic of wide influence and complex analysis.According to the project scale,benefits,importance in the national economy and the failure consequences,a range of index systems including engineering grade,political economy,engineering benefit and natural geographical environment are provided for design flood standard.The main factors in the index system are used to determine the engineering grade and constructional grade,and the secondary factors are used to determine the design flood in a certain range.
