摘要
提出一种新的TOPSIS效率测度方法,首先采用TOPSIS分别计算科技综合产出指数和科技综合投入指数,然后用二者的比例作为科技投入产出的效率值。该方法计算简便,是一种新的优秀的效率测度方法,将该方法与非径向超效率DEA相结合进行组合效率测度,克服了单一DEA效率测度稳定性差的缺陷,具有广泛的应用前景。实证研究表明,TOPSIS效率测度结果和非径向超效率DEA测度结果具有中等程度的相关,说明两者各有优势。中国东部地区科技效率要高于中部地区,中部地区科技效率高于西部地区。
This paper gives a new method to measure regional S&T efficiency. First step is to measure S&T input indicator based on TOPSIS, second step is to measure S&T output indicator, the S&T efficiency is output indicator divide input indicator. Combining this method and non -radical super DEA is a good method to measure S&T efficiency. The empirical study shows TOPSIS efficiency has middle correlation with non - radical super DEA. The efficiency of east area is more than middle area and efficiency of middle area is more than that of west area.
