摘要
多重管理、管理空虚、管理黑洞、矛盾上传和管理盲区这五个问题,是社会管理中永续存在的难题,称得上是难解之题。这些问题的一个重要特征是"常解常新",我们不断地去解决它,它又会出现不断地"翻新"形态。之所以出现这种"难解"现象,是由于我们很难从根本上消除这些问题的成因;但是在现阶段,我们可以用权变的思路,构建"5+1"的社会管理体系,与时俱进地缓解和化解这五个难解之题。
Multi-management,empty management,black-hole management,unsolved conflicts reporting and blind area in management are the five continuing Gordian problems in social management.The characteristics of these problems are that once solved,they would constantly update themselves to new forms.The reason why they are hard to be solved is because it is difficult for us to eliminate their fundamental causes.However,at the present stage,through employing the method of contingency and constructing the '5+1' social management system,we could ease and resolve the five Gordian problems with the advancement of the times.
