'Relationship' has been highlighted as a core of the Social Relationship paradigm which emphasizes overstepping the traditional paradigms of variable and typological analysis. That is,the network analysis of the relationship paradigm underlines neither 'attribute data' nor 'ideational data',but 'relational data'.It insists on reconciling the 'agent-structure' problem by an 'embeddedness' perspective. This new way of thinking has great implications for us to rethink the decentralization, flow and changing tendency of international political powers in an era of globalization.Based on a review and analysis of the existing researches, this paper takes 'relationship','network' and 'structure' as a basis to construct a Network Theory framework.Founded on 'relationship' as the basic analysis unit, this framework undertakes a quantitative analysis of international political powers, relationships and network structures. The network theory is helpful to our understanding of the 'grid' world, which at the same time underlines the important trends of international relations-world political systems.
