摘要
供求利益兼容是坚持公立医院公益性的本质内涵,人事双赢是调动医务人员积极性的本质内涵。公益性和积极性是衡量公立医院发展状态的二级指标,公益性以解决看病贵为主要目标,以实现筹资公平为价值取向,以优化生产关系为中心任务;积极性以解决看病难为主要目标,以提高供给效率为价值取向,以解放和发展生产力为中心任务。新医改形势下,公益性和积极性的地位趋向均衡,公益性和积极性的内容相互融合。
The compatibility of interest supply and demand is the essence of sticking to public benefit in public hospitals and the personnel win-win is the essential connotation,with which the initiative of medical workers is mobilized.Public benefit and initiative is the index of level 2 to measure the development of public hospitals.Public benefit takes the solution to the costliness of seeking medical care as the main target,the realization of fair fundraising as value orientation,and the optimization of productive relation as central task.The initiative takes the solution to the difficulty in seeing a doctor as the main goal,the improvement in supply efficiency as the value orientation,and the emancipation as well as the development of productive force as the central task.In the situation of new medial reform,public benefit and initiative tend to be balanced and their contents are mutually integrated.
