摘要
对高校科研仪器设备的采购方式进行了全面分析,针对这些采购方式中存在的不足之处,提出把竞争性谈判作为高校科研类仪器设备采购的常用方式,并对完善该方式的评标方法和操作细则进行了探讨。
With the enlargement of the procurement scale in colleges and universities, especially as the large quantity of research instruments and equipment begin to be in the majority, the purchasing methods such as public tender, competitive negotiation and sole origin are widely applied. Compared with the shortcomings of these methods, the method of competitive negotiation is recommended, and the perfection of bid evaluation and operation rules is put forwarded.
