This article briefly describes the identification and functions of bills of quantities,analyzes the advantages of applying bills of quantities,expounds how to manage and control engineering cost from aspects of bills of quantities bidding and tendering,contract management,and settlement and auditing etc..In the end,it points out that bills of quantities quotation has deep significance for regulating domestic construction engineering bidding action and rectifying construction market order.
