摘要
环境功能区划是优化我国国民经济发展格局的重要手段,是实现生态环境可持续利用的重要保障,是生态文明建设的重要内容。文章在阐述环境功能区划的概念和内涵的基础上,论证了进行全国环境功能区划的必要性和重要性,总结了环境功能区划的主要作用,提出了水环境功能区划、大气环境功能区划、生态环境功能区划、土壤环境功能区划、总体环境功能区划等环境功能区划的基本思路和方案。
Environmental function zoning is a critical measure to optimize the pattern of China＇s national economic development, and is an important protection to achieve environmental sustainable development, and is also an important part of ecological civilization construction. This paper presented the environmental function zoning based on the concept and content, and demonstrated the necessity and importance of national environmental function zoning and summarized the major role of environmental function zoning, The paper raised the basic ideas and programs on environmental function zoning in China, so as to play a important role in directing the environmental function zoning and planning.
