摘要
低碳概念是在应对全球气候变化、减少温室气体排放的背景下提出的。天津作为全国低碳建设试点城市,探索符合市情和生态文明建设要求的发展道路成为目前城市规划和建设的重点任务之一。而科学的城市规划是建设低碳城市的第一步,需要尽快完善和提升规划编制技术手段和内容,建立规划低碳化评估体系和规划对策。本文从碳排放机制入手,研究城市规划中影响碳排放的关键因素,构建评价指标体系,定量化分析和预测规划的低碳化程度,揭示规划建设与低碳城市建设的耦合关系,同时开展规划策略研究,促进天津市城乡规划的低碳化、宜居化、生态化转型。
The global climate change has been notable for us to address smart growth such as low carbon and reducing greenhouse gas in the city construction process.Tianjin city,as one of the pioneer cities to test the idea of low-carbon development,will explore a series of featured projects,design,planning,or management by responding to a broad range of human habitats and natural ecosystems based on local social,cultural and ecological contexts.In general,urban planning projects aim to promote the interaction between people and the environment by creating a comprehensive planning system,general strategy,as well as a system to measure each project.Viewing from urban planning,this paper addresses diverse resources and causes in carbon footprint,and analyzes and prejudges the carbon footprint level reflected in the planning,so as to achieve the goal of building a low-carbon livable city.
