摘要
农民工问题是第二次转型背景下亟需解决的关键问题。解决农民工问题,就是要实现农民工由农民向市民的转变,即农民工市民化。残缺的市场主体、公共产品的边缘人以及失范的利益表达,既是农民工市民化进程中所面临的困境,也是进一步阻碍农民工市民化的因素。赋权基础不稳固、维权方式不健全等权益缺失问题,是造成上述困境的根本原因。这就需要对农民工市民化中的权益予以重构。同时,将完善农民工权益保护的法律体系和强化农民工权益保护中的政府责任,作为权益实现的主要路径。
It is imperative that we solve the problem of migrant workers in the context of the second transformation in China.The way to solve the problem of migrant workers is to turn migrant workers into city residents.In the process of turning migrant workers into city residents,the difficulties such as incomplete market players,the marginal status of public goods and anomalous expression of interests are also the obstacles to migrant workers＇ turning into city residents.The absence of rights and interests such as unstable empowering foundation and imperfect rights protection means is the fundamental reason for the difficulties abovementioned.Therefore,the rights and interests concerning turning migrant workers into city residents should be reconstructed.Meanwhile,the perfection of legal system of protecting migrant workers＇ rights and interests and the emphasis on relevant governmental responsibilities should be regarded as the basic routes to the realization of rights and interests.
