摘要
卫生费用的增长是世界的普遍趋势,是造成各国医疗改革失败的最明显的原因。因此,医疗费用控制往往成为医疗改革中的重要目标之一。新医改政策刚刚进入实施阶段,如何有效控制卫生费用,在改善社会健康水平的同时,以有限的卫生资源投入产出最大的卫生服务效益,为卫生事业的可持续发展提供新路,值得广大卫生经济工作者认真研究。本文从卫生费用控制的视角,探讨新医改的落实难点,进行问题的讨论并提出了相应的对策和建议。
The increase of health cost is the general trend in the world and also the reason for the failure of medical reform in each country.Therefore,health cost control acts as one of the important goals of medical reform.The new policies of new medical reform are just at the implementation phase.The general workers of health and economy must study carefully the way to control health cost efficiently,optimize health service beneficial result with the limited input of health resources at the time when social health level is improved,and point out new road for the sustainable development of health undertakings.From the point of health cost control,the writer tried to explore the difficult points of practicing new medical reform,discuss the problems and put forward the relevant countermeasures and suggestions.
