摘要
创新社会管理体制,建设更具包容性的社会,是当前中国社会管理改革的核心议题。本文从社会学的视角,诠释了当前中国社会管理的目标选择,并系统分析了改革所面临的挑战。社会形态学认为,社会是一个物理心理过程,其物理部分是由人口和社会资源分配形成的社会结构,心理部分则是社会联结的纽带。社会管理就是社会管理者通过调整社会资源的供应和分配,操控人口的流动和社会成员的心态,增强社会的联结纽带,不断塑造变化着的社会形态的过程,社会学对理解这一过程提供了系统的理论知识和分析工具,国外关于社会管理的战略及其实践给我们提供了一些可资借鉴的经验。综合分析表明,当前中国迫切需要在加强社会团结的基础上发展社会的包容性。
Creation of a new Social Management System and construction of a more inclusive society,is the core issue of the current reformation of social management of China.This article interpreted the target selection of current social management of China and systematically analyzed the challenges in front of the reformation from a sociological perspective.In the view of social morphology,the society is a physical psychological process that includes a physical part,referring to the social construction which is formed by the distribution of population and social resource and,and a psychological part indicating the bridge of social connection.Therefore,the social management is defined as the process of the social manager to controlling the mobility of population and the mind-set of social members,strengthening the bridge of social connection and to continuously mold the changing social formation via adjusting the supply and distribution of social resources.For better understanding this process,sociology prepares us with systematical theories and analytical tools while our profession abroad provides the referential experience on strategy and practice of social management.The comprehensive analysis states clearly that the current China is in the need of the development of Social inclusion on the basis of strengthening social solidarity.
