摘要
考察各省市2001至2008年高技术产业创新效率的平均值,天津、福建、上海、江苏、北京创新效率居于前五位,甘肃、吉林、宁夏、湖北、海南居于末五位。我国高技术产业的创新效率总体较低,区域差异性大,研发费用的产出弹性明显高于研发人员的产出弹性。我国高技术产业的创新活动要全方位整体提升效率,尤其要提升中西部地区的创新效率,促进各地区高技术产业的均衡发展。
Based on the study of the average innovation efficiency of China＇s high-tech industry during 2001-2008,it is found that Tianjin,Fujian,Shanghai,Jiangsu,and Beijing are the top five provinces in the innovation efficiency while Gansu,Jilin,Ningxia,Hubei and Hainan are the bottom five provinces.China＇s high-tech industry was generally low and regionally different,and the output elasticity of R D funds was obviously higher than that of R D staff.Therefore,it is urgent to improve the innovation efficiency of the high-tech industry on the whole,especially that in the central and western regions of China,and promote the balanced development of China＇s high-tech industry.
