哈大齐工业走廊区域开发与生态环境协调发展研究 被引量:14

STUDY ON COORDINATION DEVELOPMENT OF BETWEEN REGIONAL DEVELOPMENT AND ECO-ENVIRONMENT IN HA-DA-QI INDUSTRIAL CORRIDOR

摘要 将点轴开发的典型地区——哈大齐工业走廊作为研究区域,在指标体系构建和模糊数学理论的支持下,建立协调度模型,深入分析哈大齐工业走廊社会经济与生态环境之间的协调度,并对社会经济与生态环境指标之间的相互关系进行分解,以探讨影响社会经济与生态环境协调度的制约因素。结果表明:哈大齐工业走廊的协调度呈阶段性变化特征,哈尔滨和大庆的协调度经历了3个阶段,即上升—下降—上升,齐齐哈尔只经历了上升—下降2个阶段;除了哈尔滨社会经济与生态环境的协调度在2006年属于濒临失调以外,其他的均属于协调类型;哈、大、齐的社会经济指标对生态环境发展的影响大小不同,3座城市影响最大的指标依次是:实际利用外资额、社会消费品零售总额增长率和规模以上工业企业原油消费量,生态环境指标对社会经济发展的影响程度也不同,影响最大的指标分别是:工业废气排放量、交通噪声平均值和工业废水排放达标量,因此,要有针对性地调整这些方面,才能使哈大齐的社会经济与生态环境的发展相协调。 The research area of this paper is Ha-Da-Qi Industrial Corridor, which is a typical point-axis development area. By the supporting of the evaluation index system and fuzzy mathematics, this paper establishes coordination degree model, and analyzing the coordination degree between soci-economy and eco-environment in Ha-Da-Qi Industrial Corridor. To explore the impact factors of the coordination degree between soci-economy and eco-environment, and disassembling the relationship between indicators of soci-economy and eco-environment. Through a series of analyses, this study illustrates that, the coordination degree of Ha-Da-Qi Industrial Corridor shows phase change characteristics, the coordination degree of Harbin and Daqing has undergone threes stages, namely the up-down-up, and Qiqihar undergone only a first upward then downward two stages; except the coordination degree between soci-economy and coo-environment of Harbin is belonging to endangered disharmony in 2006, the other is belong to coordination type; the effect of soci-economy index to eco-environment development level of Ha-Da-Qi is different, which are the most effected indexes of Ha-Da-Qi in order: the actual utilization of foreign capital, the retail total of social consumption goods growth rates and the large industrial enterprises consumption of crude oil, and the effect of eco-environment index to soci-economy development level is also different, which are the most effected indexes in order: industrial exhaust gas emissions, traffic noise average and industrial waste water quantity of emission standard, consequently, in order to coordinately develop the soci-economy and eco-environment in Ha-Da-Qi Industrial Corridor, that should pertinently adjust these aspects.
