摘要
地中海地区与欧盟毗邻,是欧盟主要的能源供应地与重要的商品市场,然而该地区形势复杂、政局动荡,从"巴塞罗那进程"到"地中海联盟",欧盟的地中海政策不断调整,但屡屡受挫。2011年以来,在埃及、利比亚等地中海国家发生的混乱使得欧盟不得不对自己的地中海政策进行反思和重新调整。本文以2011年地中海地区局势剧变为背景和出发点,梳理了欧盟地中海政策的基本特点,认为其实质反映了欧盟更多地按照其固有逻辑、企图在地中海这样一个完全不同的地区建立起一套自己历史进程中发展起来的秩序,因此具有难以克服的局限性。
The Mediterranean is one of the major energy suppliers and important markets of the EU.However,the situation of this region is complicated and full of political instability.From the 'Barcelona Process' to the 'Union for the Mediterranean',the EU has never given up adjusting its Mediterranean policy,but little effects have been achieved.In 2011,the disorders in this region forced the EU to rethink and adjust its policy once again.Within this context,this paper makes an exploration of the EU's Mediterranean policy and comes to the conclusion that the EU's policy towards the Mediterranean reflects its own inherent logic and its intention to set up an order based on its own historical development,which thus leads to some limitations impossible to overcome.
