摘要
在对基本公共服务内涵界定的基础上,借鉴相关学者的研究成果,构建了基本公共服务均等化水平的多层次评价指标体系;基于层次分析法确定的指标权重,应用灰色关联综合评价模型对全国31个省域均等化水平进行了实证分析;分析结果表明我国基本公共服务均等化呈现出整体水平较低,区域发展不平衡,东、中、西部阶梯状特征,且均等化水平与省域经济实力、财政收入规模、地区综合发展能力呈正相关。
Based on the definition of the connotation of basic pubic services and drawing on the related research achievements,multi-layer evaluating index system of the equalization of basic public services is established.The paper determines the index weight with AHP,and applies the grey correlation for the research of evaluating the level of equalization of basic pubic services in 31 provinces.The analysis results indicate that the level of the equalization of basic public services shows the lower whole level,unbalanced regional development,ladder feature of East,Middle and West region of China.Besides,there is positive correlation between the level of the equalization and the provincial economic strength,financial revenue scale and comprehensive development capacity.
