摘要
基于深圳发展模式转变的背景下,根据全市发展特点和发展目标,以生态城市建设促进"深圳质量"为出发点,从社会经济发展效率、社会发展质量、生态功能、环境负荷4个方面构建出生态城市评价指标体系,采用相应数学模型进行定量分析,其指标体系构建包括4个二级子系统,24个三级指标。通过计算得出深圳市生态城市发展水平为良好,并根据对各子系统的比较,其中社会发展质量最高,经济发展效率最低,而单位河流水体受纳污水量指标、生态控制线内建设用地占生态控制线用地面积比重及单位GDP水耗等指标成为制约深圳市生态建设的主要因素。
This paper,in the background of the changes of Shenzhen Development model and the Shenzhen Development characteristics and objectives,as a starting point of an ecological city construction for "Shenzhen quality",from four aspects of the social and economic development efficiency,social development and quality,ecological functions and environmental load,which including 4 second subsystem,24 third indicators.Through calculation,the level of ecological city construction in Shenzhen in a good level,by a comparison of the various subsystems,the highest quality of social development,the least efficient of economic development.The indicators of unit of river water by the water pollutant,the percentage of construction land within the Control line of ecological area and unit GDP water consumption and so on,is the main factor as a constraint to ecological construction in Shenzhen.
