摘要
当前各国、各地区为适应经济社会发展的需要,都在积极实施人才战略,以抢占人才竞争的制高点。在这场以人才为核心的竞争中,欠发达地区要实现跨越式发展,必须在人才开发,特别是青年人才的开发与培养上下更大的功夫,要以“使用”青年人才为中心,以此来促使人才数量、质量和结构变化以适应经济发展的要求,不断创新青年人才引进、配置的方式和机制,逐步实现由以国家为主体向以用人单位和人才个体为主体的格局转变,改善、实施和推进青年人才开发的人文环境,为实现经济快速增长提供长久的人才保障。
At present, many countries and areas are fighting for talents in order to adapt to the development of economy and society. In the competition focusing on talents, under - developed regions must make greater efforts in exploring and training young talents if they wish to develop fast. They should 'make use of' young talents, increase the number and improve the quality and structure of them so as to meet the requirements of economy development and improve the method and system of talent introduction and distribution. Thus, we will gradually change from nation - centred structure to unit - centred or individual - centred structure and to improve the talent environment will provide a permanent guarantee of talents for the fast development of economy.
