摘要
依法治国是现代化的国家管理方法，法治他律的威力是巨大的，但是有明显的局限性，不能穷尽社会生活的所有方面和一切层次。道德教化的自律恰好能弥补法治的上述不足。二者作用各异、相辅相成、互不排斥，又不可相互替代。把二者结合，建立一种德法并用、教罚互补、标本兼治的社会管理模式是最理想的。
Administering a country by law is a modern country - administering means. Rule of law, with its tremendous force, still has its own clear limitation, unable to apply to all aspects and levels of social life. Self -discipline of moral redemption can just make up the above - mentioned shortcomings of rule of law. With their own different roles, the two can supplement each other. But they aren't mutually exclusive and can't sub stitute mutually. It's the most ideal to set up a social - management pattern on the basis of the combination of the two with the use of morals and law side by side, the supplement of teaching and punishment, and tackling at the root as well as on the surface.
