摘要
给出了高新技术的有关概念,从投入、产出、影响、寿命和竞争5个方面分析了高新技术产业化项目的特点。据此,提出了高新技术产业化项目技术经济评价的准则,建立了评价指标体系,给出了各项指标的计算公式与评价方法。在基本数据测算中,提出了有别于一般建设项目的总投资构成和总成本构成,在总投资中将研究与开发投资、中试投资引入总投资构成中;在总成本中引入了知识附加成本和风险成本的概念。并对高新技术产业化项目的不确定性分析进行了探讨。
This paper offers you a few concepts of Hi-New-Technology, and ex- plains profoundly from five aspects, namely investment production, effectiveness, life-span and competition, the characteristics of the industrialization of Hi-New-Technology. As such, the Tech-Eco evaluation criteria has been advanced and an evaluation index system is also es- tablished; furthermore, the article presentts the calculating formulae and the evaluating meth- ods for each item. In calculating the basic data, the total investment constitution and the to- tal cost composition have been achieved which are quite different from the general ideas. The concept of additional cost for knowledge and adventure cost has been introduced into the total cost while combined study and developing investment, investing in the midway into the total investment. Lastly a further research has been made about the analysis of the unidentity of Hi-New-Tech items.
