摘要
高效的村社权力是农村集体经济发展的关键因素,村社权力效能与集体经济发展之间存在正相关性。村民选举赋予村干部权力,政权意志制衡村社权力,干部素质决定了村社权力效能。在农村集体经济活动中,村社权力处于治理地位,村社权力具有协调集体经济的功能。只有激活村社权力,重视村干部选择培养与利益实现,约束村社的法外治权,才能促进集体经济发展。
The effective community authority is the essential to rural collective economy,there is relevance between the community authority and the collective economy.The village voting entitles rural power,while the cadre quality had decided the community authority potency.In the rural collective economy activity,the community authority hold the governing position,the higher authority checks and balances the community authority,it may make up the collective economy inherent malpractice.Only the activation to community authority function,election to the village cadre,strengthens morality and discipline to community authority,which can promote the collective economy.
