摘要
提高海峡西岸人才竞争力是增强海西竞争力的必然之路。通过分析海西人才竞争力的现状、不足及面临的机遇和挑战,形成以海西人才竞争力评价指标为核心的海西人才竞争力模型,提出:加大人才投入,扩大人才规模;调整产业结构,优化人才结构;改革教育体制,提升人才层次;健全人才制度,提高人才吸力;搭建合作平台,促进成果转化等对策提升海西人才竞争力。
It is necessary to strengthen the talents competitiveness for improving the competitiveness of West - coast Economic Zone. This paper analyzes the current situation, the deficiency, the opportunities and challenges of the talents competitiveness of West - coast Economic Zone. Based on the evaluating indexes, the paper forms a mode of evaluating the talents competitiveness of West - coast Economic Zone. Finally, the following measures are proposed to strengthen the talents competitiveness of this area: increasing investment to expand the scale of human resources ; reforming the education system to enhance the talent level; improving the HR system to improve talent attraction; building cooperation platform for the achievement transformation, and so on.
