摘要
基于系统观视角,企业知识产权管理体系是一个系统,该系统由知识产权战略、结构、文化、共享价值观、人员、技能,管理制度等要素构成。企业知识产权管理系统输入-转换-输出的系统机理反映了企业知识产权管理系统的作用机制。以系统形成、系统调优及系统发展与演化的闭环回路为内在逻辑,企业知识产权管理系统一般优化内容可概括为完善知识产权管理基础体系、知识产权内在机制形成、项目及战略推动与引导、路径优化等。为增强企业知识产权系统动态适应性的优化措施包括:加强协同管理、强化知识产权系统学习能力、完善信息反馈机制,加强对企业环境的检测与预警,重视人员子系统等。
Based on the view of system theory, corporate intelligent property (IP) rights work is a kind of system composed of IP strategy, structure, culture, shared value, staff, skill and managerial system etc. Corporate IP system takes effect through the process of input -transformation-output. Optimizing measures of Corporate IP system can be generalized as maturity of basic IP system, formation of inter- nal mechanism of IP system, development under proper IP strategy, and optimization of evolutional route. To enhance its dynamic adapta- bility, optimizing measures should include: strengthening coordinated management, improving the learning capability of Corporate IP sys- tem, perfecting the information feedback mechanism, strengthening the early warning capability of environments, attaching more impor- tance to IP staff and so on.
