摘要
西方发达国家社会保障制度变迁印证了社会保障水平刚性发展特征,然而刚性发展原因尚未加以明确。考察西方社会保障制度发展改革实践,研究表明刚性发展根本原因在于社会保障支出刚性增长以及社会保障制度变迁中多元利益主体的博弈使其不受经济条件的制约。
The vicissitude of social security institution in the western developed countries confirms the rigid development characteristics of social security level.But the causes are not yet clear.This analysis draws on the practice of the social security system reform,the findings show that the root cause is that the rigid growth of social security expenditure,followed by that multiple stakeholders gaming in the social security system makes it is not under the condition of economic.
