摘要
在我国经济社会发展的新问题中,最突出的仍然是民生问题,它已经成为社会各界关注的焦点。解决新时期的民生问题必须要有行之有效的政策支持。民生财政的终极目标就是关注和改善民生,通过对民生财政的内涵和政策趋势进行研究,可以从制度上促进和谐社会建设,维护社会公平正义,使人民群众共享改革发展的成果,因而具有重要的理论和现实意义。
Among many newly-arising problems in the rapid development of Chinese society and its economy,people＇s livelihood is still a major concern.In order to solve the related problems in a new era,the government must seek to implement more effective policies to protect its people＇ livelihood.As we all know,the ultimate goal of a fiscal policy on people＇s livelihood is to care for and to improve people＇s welfare,so the study of fiscal policies on people＇s livelihood and its development trend can promote the institutional development of a harmonious society,help to maintain the social justice and offer people a better chance to share the fruits from the economic reforms.In this sense,the study holds a great value in theory and real practice.
