摘要 低碳电力系统的可持续发展需要市场机制和相关政策的引导和支持。分析了电力市场的基本类型和整合型节点市场模式的基本特点;从并网规则、定价机制、发电容量、基础设施投资等4个方面阐述了低碳电力市场设计所要解决的基本问题;考虑引入清洁电力发电并网对低碳电力市场设计提出的客观要求,分析了低碳技术选择、系统运行、供电可靠性和基础设施投资等4个方面低碳电力市场设计的关键问题;从碳减排限额、并网标准、清洁电力调度、长期性保护价格、输电网投资等方面作出了政策分析,揭示了市场机制与低碳电力政策之间的相互作用关系。 The guidance and support from market mechanisms and relevant policies play an important role in the sustainable development of low-carbon power system. The basic types of electricity markets and specific characteristics of integrated nodal market mode are discussed. The main issues to be resolved in low-carbon electricity design are analyzed from perspectives of gird-integration code, pricing mechanisms, generation capacity, and infrastructure investment. Based on the objective requirement of green power generation integration for low-carbon electricity design, the four key issues of low-carbon technology options, system operation, power supply reliability, and infrastructure investment in low-carbon electricity design are studied. Finally, relevant policies are analyzed for issues including carbon reduction caps, grid-integration standards, environmental-friendly power scheduling, long-term price protection, and transmission investment.
