摘要
基于决策个体满意度水平的基础上,运用赋权的方法导出决策个体的总体满意度和群体的联合满意度,使PPP基础设施建设项目参与群体的联合满意度极大化作为项目群决策的规则,从而求解PPP项目多目标群决策问题的最佳调和解。并由于决策个体目标以及各子目标间的矛盾性,当决策个体的个体满意度水平过高时,会导致PPP项目群决策中各决策个体的决策无法协调,因此,通过降低和修正各个决策主体的满意度水平,运用迭代的方法和原理,设计PPP项目中涉及多目标群决策的公私合作伙伴选择的算法及方案,从而得出多目标群决策下的满意解。
Based on the degree of satisfaction of individual decisions,this paper induces the individual's degree of satisfaction and the group's aggregaed satisfaction through weighting,It then proposes a rule that the group compromised solution is the one maximizing the degree of the group's aggregation satisfaction who participates in PPP project.Due to the conflict among the objects of the decision individuals and sub-objects,if the the individual's degree of satisfaction is too high,it is hard to coordinate the objects of individuals,Thus individuals have to reduce their degree of satisfaction in order to get a compromised solution.using an iterative algorithm,a satisfactory solution to the multi-objective group decision problem in the PPP projects is obtained.
