摘要
通过对相关规范条文的分析,认为内陆核电供水保证率选取时应考虑的因素有:核电厂的特点、重要性;当地水资源状况;水源工程条件和各有关方面的意见。据此,系统地设计了供水保证率选取的方法,提出将供水保证率选取纳入核电厂水资源论证范畴,通过寿命周期成本评价来选取供水保证率。文中还初步分析了水源工程寿命周期成本的组成,提出了核电厂运行期每年供水不能保证导致的期望损失计算方法;基于内陆核电重要性等级的分析、供水不能保证时核电厂经济损失的估算,提出内陆核电厂供水保证率宜高于火电厂和城市的供水保证率。最后,给出了不同水资源和水源工程条件下,供水保证率选取范围的建议值。
Through the analysis on the relevant criterions, the factors to be considered during the selection of the supply guarantee rate for inland nuclear power plant are as follows : the characteristics and importance of nuclear power plant ; the status of local water resources ; the condition of water-source project and the opinions from all the aspects concerned. On the basis of this, the method for selecting the water supply guarantee rate is systemically designed herein, and then it puts forward that the selection of the water supply guarantee rate must be taken into the scope of the water resources appraisal, so as to select the guarantee rate through the estimation of the life cycle cost. Moreover, the composition of the life cycle cost of the relevant water-source project is preliminarily analyzed and the method for calculating the expected annual loss from the insufficiency of the water supply during the operation of nuclear power plant is given as well. Based on the analysis on the importance grade of the inland nuclear power plant and the estimation of the economic loss of the plant caused by the insufficient water supply, it is pointed out that the water supply guarantee rate for nuclear power plant is better to be higher than that for the thermal power plant or urban water supply. Furthermore, the suggested values for selecting the guarantee rate under various engineering conditions of the related water resources and water sources projects are finally presented.
