Individualism and collectivism is a pair of core concepts to describe the differences of cultural value between China and the USA. By using eight measurement problems related to traditional Chinese cultural values, this paper finds that most Americans value the State, families, and parents prior to individual, and they give a high recognition on "collectivism" as the core of traditional Chinese cultural values. It proves that individualism is not the only index when measuring and describing American cultural values. And public diplomacy, emphasizing "similarity", "common ground" and focusing on "unity in difference" would be an effective way in disseminating the cultures of the two countries and seeking China's image internationally in the new era.
