摘要
近年来,在民政部和全国老龄委的积极推动下,我国社会养老体系建设有了较大发展,但整体上还处于初始探索阶段。在政府责任、居家养老、机构养老及民间组织发展等方面还存在着很多问题,因而在社会养老体系建设中要抓住建设的主要矛盾,积极探索社会养老体系建设的有效对策,通过发挥政府主导作用、大力发展社区经济及社会养老结构、促进民间养老组织发展、培养老年服务人才等途径,全面构建老有所养的良好社会环境。
In recent years,Social Pension System in China has made great progress in the active promotion of the Ministry of Civil Affairs and the National Committee of Aging Problems.But Social Pension System in China is still at the initial exploratory stage as a whole.There are many problems involving the government＇s responsibility,home-based care for the aged,institutional care for the aged and the development of civil society organizations and so on.The article suggests that it is necessary to seize the principal contradiction in the construction of social pension system,actively explore effective measures,build a good social environment of pension led by the government,develop community economic and social pension institutions,promote the development of private pension organizations and training services for the aged.
