摘要
党的十七大郑重提出了"重视社会组织建设和管理"的新任务,党的十七届二中全会也提出了要"更好地发挥公民和社会组织在社会公共事务管理中的作用,更加有效地提供公共产品"。可以说,社会组织的发展状况是衡量社会发育是否成熟的一项重要标准。根据发达国家发展的经验,只有大量的组织参与到公共服务和社会管理实务中,才能有效弥补公共服务及社会管理的"市场失灵"和政府"缺位",形成政府与民间"共同治理"的结构,推动传统政府向现代公共服务型政府转变。我国现正处于社会快速转型、经济转轨的关键时期,社会组织作为沟通社会与政府的桥梁,是社会矛盾的"减震器"、政府治理的"减肥剂"、社会公平的"代名词",对社会的平稳和谐运行起着至关重要的作用。而破解社会组织发展处于长期宏观鼓励与近期微观约束、现实空间广阔与制度空间狭小的尴尬局面,促进社会组织又好又快发展,对于当前我国社会管理的创新具有重要的理论和现实意义。在中国社会组织促进会社会组织发展基金项目资助下,来自不同机构的研究者就"社会组织发展与管理创新"的主题在此进行了全面研讨,既有实践的探索,又有理论的讨论,从不同的视角和维度对社会组织发展规律进行了解读和思考。
The CPC's 17th NPC put forward the new task of 'emphasizing the development and management of social organizations' and the Second Plenary Session of the Seventeenth Central Committee also proposed that citizens and social organizations should 'give full play in the management of public social affairs so as to provide public products more efficiently'.The developing status of social organizations is an important criterion for the maturity of social development.According to the experience of developed countries,only when a large quantity of organizations get involved in public service and social management,can 'market disorder' and government 'omission' be corrected to form a structure of 'co-management' between government and NGOs and to push forward the change from traditional government to modern public-service government.China is now at the key point of rapid social transformation and economic change.Serving as a bridge between the society and government,social organizations are 'dampeners' of social conflicts,'diet pills' for government control and 'synonyms' of social justice and they play an essential role in the stable and harmonious social functioning.It has an immediate and theoretical significance in innovating social management to dismantle awkward situations between long-term macro encouragement and short-term micro limit,between actual spaciousness and systematic narrowness in the development of social organizations and to promote a sound and rapid development.With the support of the development fund project from the association for social organizations,researchers from various institutions have a seminar here about 'developing social organizations and innovating the management'.With practical explorations and theoretical discussions,they explain and reflect on the development law of social organizations from different perspectives and dimensions.
