摘要 水电工程项目完建后,必须对工程项目的目的、作用、效益等进行全面、系统、客观的分析评价。为此,构建了水电工程项目后评价指标体系。但在通常的实际操作中,后评价所涉及的内容比较复杂,不确定因素很多,部分指标带有很大的模糊性,致使权重难以量化。基于此,又构建了FAHP综合评价模型,该模型将定量与定性相结合,对各指标进行综合评价,有效地解决了单纯AHP方法需要经过多次调整、检验才能解决一致性的问题,降低了计算工作量,且权重计算比较简便。通过对云南小湾水电站工程的综合评价,结果表明,运用该模型的评价结果与实际运行情况比较吻合,该评价方法可为提高水电工程项目的决策水平和投资效益提供理论依据。 A thorough, systematic and objective analysis and assessment must be made for a hydropower project after its completion in the respects of purpose, effect and benefits according to a post evaluation index system. However, it is difficult to operate in practice due to complexity in evaluation, many uncertainties, fuzziness of some indexes, resulting in difficult quantification of weights. For this reason, a FAHP model was established, which could integrate quantitative and qualitative analyses and achieve a comprehensive evaluation on every index. As a result, the problem of consistency, which needs to be adjusted and tested repeatedly if only adopts AHP method, can be effectively solved, and the computation time is saved and the weight calculation is simplified. A synthetic evaluation for Xiaowan Hydropower Project in Yunnan Province is made by this model. The result is in good agreement with the actual operation. This post -project evaluation could provide a theoretical basis for the improvement of decision - making and investment benefit.
