摘要
开发深水能源对中国的能源战略具有极其重要的意义，开采海洋石油天然气已经成为中国能源战略的必然选择。然而，错综复杂的国际地缘政治环境和中国海洋油气开采装备、工程技术的落后严重制约中国深水油气大规模开发进程。通过和平外交手段改善我国深水油气勘探的国际环境．建立高质量的深水科技与装备研发团队以使我国深水油气开发技术进入国际先进行列。已经成为我国深水开发战略的当务之急。此外，还应加强国际合作，适度调整我国海洋能源开发的战略部署，以加大对外合作勘探开发力度和维护我国的海洋主权与权益。
China's energy strategy draws attention to the importance of developing deep-water energy.Extraction of off-shore oil and gas has already become necessity to China.However,complexities of international geopolitical environment,coupled with backwardness of China's oceanic extraction equipments and oceanology,has imposed severe constraints on large-scale development of China's deepwater oil and gas.In order to fulfill China's deepwater development strategy,top priority tasks have to be undertaken:to improve international environments for China's extraction of deepwater oil and gas and to set up a high-quality R+D working team in deepwater science,technology and equipment,so as to bring China's development technology of deepwater oil and gas into the advanced ranks of the world.In addition,there is also a need to intensify international cooperation and properly readjust strategic planning of china's oceanic energy development.
