摘要
发展战略性新兴产业不能再走传统产业发展的道路,当前迫切需要突破产业关键核心技术。创新产学研合作的组织模式,实现从基于企业技术需求到基于产业技术需求、从点对点分散式合作到网络集成式合作、从知识技术的单向转移到双向互动、从契约式合作到一体化合作是新时期突破产业关键技术,提升新兴产业核心竞争力的基本路径。日本VLSI产业技术联盟的经验表明,构建基于战略性新兴产业发展的产学研合作,必须科学制定战略性新兴产业技术路线图、增强企业技术创新的积极性和能力、努力形成各具特色的区域新兴产业网络以及强化政府的政策引导与市场培育。
Instead of traditional industry development,it is of desperate need for the strategic emerging industries to break through critical core technologies currently.The organization model of innovative industry-university-institute cooperation manages to achieve the transformation from enterprise-based technology needs to industry-based technology needs,from point-to-point discrete cooperation to network integrated cooperation,from one-way transfer of knowledge technology to two-way interaction,from contractual cooperation to total-in-one cooperation,which is the fundamental way to make breakthroughs in industrial key technology and to boost the core competitiveness of emerging industries.As VLSI,the Japanese industrial technological allies,reveals the fact that if one company tries to establish the industry-university-institute cooperation,based on the strategic emerging industry development,it is supposed to make a technological roadmap for strategic emerging industries on a scientific basis,to promote the initiatives and ability of enterprise to innovate technology,to make an effort to create a diverse regional emerging industry network,and to strengthen the policy guidance and market cultivation.
