摘要
从服务外包业务特征、人才需求特征和人才储备特征这一全新视角出发,探讨服务外包企业人力资源建设困难的根本原因,提出构建"一个平台、二个中心"以及高校师资培训等解决之道,从政策效力的实现来自于政策网络中各种结构体的协同互动这一系统论的角度出发首次提出服务外包人力资源建设扶持政策的体系框架,供政府决策调整参考,以图克服原有偏面的、带有随意性的政策引导,同时期望为深入研究外包人才扶持政策的政策体系起到抛砖引玉的作用。
This paper explored the causes of the difficulties for human resources development of outsourcing companies from the new perspective of business characteristic,talent demand and employee pool,and proposed the solutions of building"a platform,two centers"and university teacher training.It first raised the support policy system of outsourcing human resources from the perspective of the policy effectiveness implementation from the synergies between various structures of policy network for reference to adjust government decision-making and overcome the original-sided and arbitrary policy guidance.At the same time it did pave the way for in-depth research to support policy system.
