摘要
目的:探寻不同举办主体社区卫生服务机构存在的个性和共性问题,为进一步完善社区卫生服务的发展提供决策支持。方法:采用问卷调查和深入访谈相结合的方法,对吉林市企业转型社区卫生服务中心和政府举办社区卫生服务中心的管理体制和运行机制进行比较研究。结果:企业转型社区卫生服务机构缺少政府投入和政策支持,经营困难,工作人员满意度低;两种社区卫生服务机构人员专业结构欠合理,双向转诊机制不健全。结论:应完善政策支持体系,营造公平竞争环境,发挥不同举办主体社区卫生服务资源的作用。
Objective: To explore the individual and common problems existed in the enterprises transformed community health services center(CHC) and government holding CHC in Jilin city,and try to put forward some countermeasures to offer evidence for improving the development of community health services(CHS).Methods: The qualitative and quantitative research methods were used to compare with the management system and operation mechanism between these two different ownership community health services centers.Results: The enterprises transformed CHC gradually lost the financial and policy supports from government,and faced difficulties in their business operation,which led to the job satisfaction of their staff were at low level.In both two ownership CHC,the specialty structure is unreasonable,and the operation system of two-way referral of community health service was imperfect.Conclusion: Improve policy and financial support system and optimize the environment for the growth of different ownership community health services.
