摘要 城市商业信用环境指数(CEI)是一个综合性的信用经济指数,可以用来测度一个城市市场信用交易环境优劣。广义而论,CEI可以反映一个城市的信用体系完善程度和运行效果。CEI的理论依据主要是社会信用体系理论和企业信用管理理论,它是多层次指标体系。在进行综合评价时,本文采用了层次分析法(AHP)对各级指标进行加权,最后利用线性加权和方法得到各城市一级指标。2010年的城市商业信用环境指数的覆盖范围为284个城市,除了10个信息不完整的城市之外,计算出34个大城市和240个地级城市的指数值。根据CEI的输出结果,课题组对一些经济现象进行了分析。 Commercial Credit Environment Index (CEI) of Chinese cities is a comprehensive and synthetic credit index which can be used to evaluate the effectiveness of the market credit environment for transactions. In a broad sense, CEI can reflect the integrity level of a city credit system and operating effect. CEI is based on the theory of social credit system and business credit management method. CEI is a multiple level index system. In comprehensive evaluation, the method of Analytic Hierarchy Process (AHP) is used for weighting the indicators, then linear weighted sum method is used to get the first level indicators of the cities selected. In 2010 CEI index output, 284 cities have been covered totally. Except for 10 cities with incomplete information, the CEI of 34 large cities and 240 prefecture-level cities have been calculated and listed. Based on the results of CEI output, some interesting economic phenomena have been analyzed and explained by the research group.
