中国高新区绩效的时空演化及贸易溢出效应研究 被引量:26

Research on the Spatial- temporal Evolution of Performances of High-tech Zones in China and Spillovers of International Trade

摘要 采用基于DEA的Malmquist指数及VAR模型研究了我国52个国家级高新区1996—2009年的绩效演进情况,并对相应的贸易溢出效应进行了研究。结果表明:①高新区TFP指数呈上升趋势,其中",增长效应"在发展初期对于高新区绩效的贡献较为突出,而在后期则是"追赶效应"的贡献更加显著。②东部高新区TC指数要高于中西部地区,而EC指数要弱于中西部高新区。③高新技术产品产业内贸易的活跃无法显著提升高新区的绩效,而劳动力的比较优势和汇率条件的作用比较显著。高新区应该充分利用既有优势,通过吸引关键技术等手段提高国际竞争力。 The purpose of this paper is to analyze the spatial-temporal evolution of 52 nation-grade high-tech zones with MPI based on DEA from 1996 to 2009,and the spillovers of international trade is be tested in this paper with VAR. Results show that TFP of high-tech zones ascended in research intervals. Growth effect contributed more to TFP in former phase while catching-up effect contributed more in later phase. In different regions, TC promoted quickly in east high-tech zones while EC promoted quickly in middle and west high-tech zones. Tests of VAR show that intra-industry trade can't promote TFP of high-tech zones, while labors and exchange rates contribute notable to TFP. Government should guide the high-tech zones to innovative parks based on scientific management institutions and industry system based on certain advantages.
