摘要
接收站工艺设备的复杂性、介质的易燃易爆、施工作业种类繁多和立体上的交叉性,导致在设备检修维护调试过程中事故发生的概率增加。依据安全系统工程的方法确认设备维修作业中的安全风险,根据HSE体系确定设备维修调试的风险管理方案与审批的目标、原则、要求、方案实施与监督要求和设备检修维护维护过程应急管理流程,实现设备检修维护过程风险正确、科学评价和施工过程的有效管理。以接收站高压泵为例,将接收站设备检修维护调试风险管理技术运行到现场中,保障了高压泵检修维护过程的安全。
Accident rate will be increased in equipment maintenance process due to terminal equipment complexity, media flammable and combustible, various construction work in vertical crossing. The security risk during equipment maintenance working was confirmed based on security systems engineering approach. The risk assessment accuracy and effective managing during construction could be achieved when risk management proposals, approval of the target principle requires, scheme implementation and supervision requirement and emergency man- agement during equipment maintenance were confirmed according to HSE management system. The example of high pressure were illustrated in which LNG terminal equipment maintenance risk management applied in field for ensuring high pressure pump repair safety.
